Regarding Port Charges for the Vessels staying at outer anchorage area charges

Chairman of Alexandria Port Authority.

After reviewing

Law of General Authority No. 61 of 1963;
Law No. 6 of 1967 regarding establishing Alexandria General Authority;
Law No. 53 of 1953 regarding the state budget with notes attached;
Law No. 8 of 1990 regarding issuing the Maritime trade law;

Presidential Decree No. 3293 of 2016 regarding the General Authority of Alexandria Port responsibilities and scope;
Presidential Decree No. 110 of 2000 regarding granting the heads of the Ports Authority's Boards of Directors the authority to supervise all the department operating inside the ports;
Presidential Decree No. 57 of 2002 regulating Ministry of Transport;
Ministry of Transport Decree No. 287 of 2011 dated 24/5/2011 regarding the issuance of rules to implement some provisions of the Ship Safety Law No. 232 of 1989;
Ministry of Transport Decree No. 488 of 2015 regarding the fees for the services provided to vessels at Egyptian ports, the usage fees of the fixed and floating facilities and constructions of Port Authorities and the Egyptian Authority for Maritime Safety (EAMS) and Charges for electronic services provided by Maritime Port Authorities;


Decided:

Article (1)

Vessels at Alexandria outer anchorage to be charged as follows:

1st – General Cargo Vessels:
1. Vessels are exempted from the fee for occupying space at outer anchor area for the period from the date of their arrival until the end of the fourth day.
2. USD 0.7 / meter of length / day with maximum USD 150 / vessel / day till the 15th day at outer anchor area.
3. USD 1.5 / meter of length / day starting from the day 16th till the date of departure from the outer anchor area.


2nd – Tanker, Bulk & Strategic commodities Vessels
1. Vessels are exempted from the fee for occupying space at outer anchor area for the period from the date of their arrival until the end of the eighth (8th) day.
2. USD 0.7 / meter of length / day with maximum USD 150 / vessel / day from the ninth (9th) day till the nineteenth (19th) day at outer anchor area.
3. USD 1.5 / meter of length / day starting from the day 20th till the date of departure from the outer anchor area.

3rd – Vessel waiting instruction
1. USD 5 / meter of length / day from the arrival date till the 3rd day at outer anchor area.
2. USD 10 / meter of length / day from the 4th day till the date of departure from the outer anchor area.

Article (2)

The “vessel waiting for instructions” means any vessel waiting at outer anchor area on arrival or on departure without any pre-alert from the Shipping agency and the vessel was not inserted in the entering inner area and/or berthing schedule plan of Alexandria and Dekheila ports.

Article (3)

For Egyptian flag vessels, payment is made in Egyptian pounds.

Article (4)

The vessel to be exempted from the charges stated in this decree if her stay at the outer anchor area is caused by the Port Authority instructions or if the berths are occupied.

Article (5)

Vessels loaded with cargo consigned to the General Petroleum Authority or the General Authority for supply commodities are exempted from the charges stated in this decree.

Article (6)

This decree to be published in the Egyptian Gazette and to enter into force on the day after its publication.
