We have the honor to attach to you the periodic letter No. 4535 issued by the State of Russia on the website of the International Maritime Organization, which contains the Russian government’s statement regarding the latest developments regarding the navigational situation in its ports, as the Russian government announced that its ports are operating normally with regard to the entry and exit of ships in accordance with international rules and national legislation And regardless of the nationality of the ship or crew members, including Ukrainian seafarers, and in a manner that does not conflict with the International Convention for the Safety of Life at Sea 1974, the International Convention on Training, Certification and Watchkeeping Standards of 1978 and the International Maritime Labor Convention of 2006.
