Dear Valued Partners,

Please be informed that the Egyptian Customs Authority has issued Procedures Notice No. 10 of 2026, pursuant to Minister of Finance Decision
introducing further facilitation measures for indirect transit cargo through Egyptian ports.

Kindly find below a summary of Procedures Notice No. (10) of 2026:

1) Extension of ACID Exemption for Indirect Transit Shipments

  • The Minister of Finance has approved the extension of the exemption granted to indirect transit shipments from the requirement to obtain the Advance Cargo Information Declaration (ACID) number.
  • The exemption has been extended for an additional six months following the expiration of the previous exemption period.
  • The same controls and conditions previously in force shall continue to apply.

2) Expansion of the Scope of the Exemption

  • The exemption is no longer limited to a narrow range of destinations.
  • It has been extended to cover indirect transit shipments moving to and from the following countries:
    Kenya
    Tanzania
    Uganda
    Rwanda
    Burundi
    Djibouti
    Ethiopia

3) Introduction of a Certificate of Non-Manipulation

  • The cargo owner or its authorized representative may apply for a Certificate of Non-Manipulation for transit shipments.
  • The application must be submitted during the transit procedures and prior to final release.
  • The certificate shall be issued in accordance with the form attached to the Notice.

4) Purpose of the Certificate of Non-Manipulation
The certificate confirms that the goods:

  • Remained under continuous customs control and supervision throughout their transit period in Egypt.
  • Were not released into the Egyptian domestic market.
  • Were not subjected to any manufacturing, processing, alteration, or transformation.
  • Were only subject to operations necessary for transit purposes, such as unloading, loading, re-forwarding, or temporary storage required to preserve the goods.

5) Strengthening Egypt’s Position as a Regional Logistics Hub

  • The measure aims to enhance the competitiveness of Egyptian ports.
  • Facilitate transit trade flows between Arab and African countries.
  • Reinforce Egypt’s role as a regional hub for transshipment and logistics services.

6) Continuation of Previous Procedures

  • All provisions and controls stipulated in Procedures Notices Nos. 4, 6, and 7 of 2026 shall remain applicable unless specifically amended by this Notice.

7) Effective Date

  • The Notice entered into force on 9 June 2026.
  • All customs offices and customs sites are required to implement its provisions accordingly.
