Dear Valued Partners,

Please be informed that the Egyptian Customs Authority has issued Procedures Notice No. 9 of 2026, pursuant to Minister of Finance Decision No. 363 of 2026, amending Article 233 of the Executive Regulations of the Customs Law.

The amendment clarifies the documents required to accompany customs declarations for imported goods, as follows:

  1. Copy of the Bill of Lading (except in cases of advance customs clearance).
  2. Delivery Order, where the Bill of Lading is issued “To Order”.
  3. For Bills of Lading with a blank consignee (“various parties”), the importer or its representative must submit a prescribed declaration undertaking to settle all related dues and provide a Delivery Order (or its electronic equivalent) before final cargo release.
  4. Commercial Invoice detailing the imported goods. A separate Packing List is not required if the invoice contains complete package details.
  5. Supporting documents for any claimed customs exemptions, preferences, or other applicable privileges.

The above amendment is effective from the date of issuance 3rd June,2026 and should be complied with for all relevant import transactions.
