Dear Valued Partners,

We would like to draw your kind attention to the recently issued Procedural Notice No. (4) of 2026 by the Egyptian Customs Authority – Ministry of Finance, concerning the handling of transit cargo through Egyptian ports.

According to the notice, and in light of current regional developments affecting international trade and logistics chains, the Egyptian Customs Authority has approved a temporary exemption from the requirement of obtaining the Advance Cargo Information Declaration (ACID) for certain transit shipments.

Scope of the Exemption

The exemption applies to non-direct transit shipments that:

  • Arrive at Egyptian ports with a final destination outside Egypt, and
  • Pass through Egyptian territory to other destinations, including Arab countries west of the Gulf (e.g., Gulf countries) or other international markets.

Key Conditions

The exemption will be applied subject to the following conditions:

  1. The shipment must have a final destination outside Egypt.
  2. All customs procedures for non-direct transit cargo must be completed by the appointed local agent or shipping representative in Egypt.
  3. The Commercial transactions must be conducted between a foreign importer and a foreign exporter.
  4. Full compliance with all customs, regulatory, and security requirements during the transit period within Egyptian territory is mandatory.
  5. The cargo cannot be discharged into the local Egyptian market.
  6. Customs authorities will apply electronic sealing and tracking procedures for these shipments until they reach the exit port.
  7. Shipments will be monitored, and in case of delays, the Customs Anti-Smuggling or Security Departments may take the necessary actions.

Duration of the Measure

This exemption applies to existing shipments as well as new shipments following the regional developments, and will remain valid for a period of three months from the date of issuance of the notice.

Objective

This temporary measure aims to:

  • Facilitate the movement of international transit cargo,
  • Support regional trade flows,
  • Enable Egyptian ports to serve as efficient transit hubs for international logistics.
